District Rates and Fees

At around a penny per gallon, Castle Pines North Metro District's water is a great value. Our water rates and fees enable us to provide quality water and wastewater services to our customers across Castle Pines. 

CPNMD Water is real value, right on tap. It is around a penny per gallon for great water, compared with $3.25 for a 1.5-liter bottle of water, $4.00 for an 8-pack of sparkling water, $4.00 for a gallon of milk, $5.70 for a small latte, and $12.50 for a 6-pack of IPA beer. This means that a small latte costs over 5,000times more than CPNMD water! Quality doesn't have to cost a fortune. For around a penny per gallon, you're getting high-quality water treated, tested and delivered directly to you. The best choice isn't bottled - It's right at home.

This fall (2025), the District completed a comprehensive rates study and used the findings to update our rates for 2026 (via the public hearing on November 24). 

The District is raising its annual water rates around 4% and annual wastewater rates around 6% to help fund anticipated costs over the next 10-15 years. With these rates, the average residential monthly bill will be similar to the chart below. 

A Comparison: The Average Monthly Water & Sewer Bill in 2025 vs. 2026. The following example reflects costs for residential customers inside CPNMD service boundaries and 2026 rates. It includes fixed charges for a 3/4" meter and an average 9,000 gallons of water use. The average 2025 monthly cost for all services was  $146.48, with a $12.58 water service charge, a $33.23 water capital maintenance charge, $47.88 in water volumetric costs (at 9,000 gallons per month), a $15.39 wastewater service charge, and $37.40 in wastewater volumetric costs (with 5 Kgal average winter use). The average 2026 monthly cost for all services is $154.485 with a $13.07 water service charge, a $34.64 water capital maintenance charge, $50.31 in water volumetric costs (at 9,000 gallons per month), a $16.13 wastewater service charge, and $40.30 in wastewater volumetric costs (with 5 Kgal average winter use).

This 2026 rate increase is comparable to last year’s and is necessary to  fund many outstanding repairs and deferred projects that the current District team has inherited. It will also help future-proof our systems for years to come. CPNMD’s largest cost right now is replacing or upgrading key infrastructure in accordance with the District’s newly adopted 5-year capital improvement plan, which has identified nearly $60 million in project needs. You can see this reflected in the graphic below, which shows how every dollar of the proposed 2026 budget will be spent by the District. Nearly half of the total budget will support key projects.

Behind Your Water & Wastewater Bills. Above is a dollar bill with overlays that show how we plan to spend each dollar received in 2026. 19 cents will go to water delivery and wastewater treatment. 12 cents will go to maintenance and emergency repairs. 50 cents will go towards capital projects and reserves.  10 cents will support staffing costs. The remaining 9 cents will go to gas, electric and other utility costs.
