What is the Backflow Testing Program?

Castle Pines North Metro District is required by the Colorado Department of Public Health and Environment to ensure that backflow prevention devices on certain properties are tested each year. This program helps protect the public drinking water system from possible contamination.

What is backflow?

Backflow is when water flows in the opposite direction from normal. Instead of clean water flowing from the public system into your home or business, water can accidentally reverse direction and flow back into the public water supply.

This can happen because of pressure changes in plumbing systems. If backflow occurs and there is no working backflow prevention device, contaminants such as chemicals, fertilizers, or other pollutants could enter the drinking water system. Backflow prevention requirements are in place to prevent this from happening.

What is a backflow device?

A backflow device—also called a backflow prevention assembly—is a mechanical plumbing device installed on a water line to stop water from flowing backward into the public water system. These devices are commonly found on irrigation systems, commercial properties, fire sprinkler systems, and some residential properties.

Because backflow devices contain moving parts and internal seals, they can wear out over time. For that reason, state regulations require them to be inspected and tested every year by a certified technician to confirm they are working properly.

 

Why is backflow testing required?

Backflow devices are mechanical equipment that can fail or malfunction. State regulations require these devices to be inspected and tested annually to confirm they are operating correctly. Regular testing helps keep the community’s drinking water safe.

Does this program apply to me?

The program applies to:

• All non-single-family properties such as commercial buildings, HOAs, irrigation systems, and fire suppression systems
• Single-family homes that have a backflow device connected to a fire sprinkler system

If you received a notice or letter from the District, your property has been identified as needing a survey and/or annual testing.

What do I need to do?

You will need to schedule an appointment for the inspection and testing of your backflow prevention assembly.

Is there a deadline?

Yes. All required surveys and testing must be completed by March 31, 2026 to remain in compliance with state regulations.

Will someone need access to my property?

Yes. A certified technician must have access to the backflow prevention device in order to perform the required inspection and testing.

Is there a cost for the testing?

The initial survey is done at no cost.  If it is determined that you have an eligible device, there will be a $12.50 monthly fee per account that requires annual backflow testing. This fee covers the inspection, testing, and minor internal maintenance of the backflow assembly (soft repairs).

What happens if my device fails the test?

If the device does not pass, the technician will inform you. Minor “soft repairs” are included in the program. If more significant repairs are needed, you will be notified of the required next steps to bring the device back into compliance.

What happens if I don’t complete the required testing?

State regulations require this testing. If a property does not complete the required backflow testing, water service could be interrupted until the testing is completed and compliance is achieved.
