About the Staff

Jim Worley

Jim Worley, District Manager

Jim joined the Castle Pines North Metropolitan District January 2011, via contract between CPNMD and Pinnacle Consulting Group, Inc. He brings 24 years of experience in every facet of district management including: district formation, administrative management, bonding, budgeting, long range planning, operations and facilities management, state and federal regulatory compliance and collaborating with local governments.

He attended the University of Texas in Dallas and earned a Bachelor of Science degree in Business and Public Administration.

Jim Worley and his wife, Melanie, have two grown children and live in Highlands Ranch.

Peggy Dowswell, Finance Director

Peggy Dowswell joined the CPNMD staff January 2011 via contract between CPNMD and Pinnacle Consulting Group, Inc. She has over eleven years experience working with Special Districts and City governments in Colorado, providing accounting and financial analytical services, district management and administration, overseeing staff in completion of monthly accounting and administrative functions, compilation of monthly financial statements, budgeting and long-range planning processes, annual reporting, bond document preparation, and annual bond compliance/Continuing Disclosure reporting. She has performed specialized services in debt covenant and arbitrage compliance management; water rate and revenue analysis; and operational performance analysis.

Janet Burnham

Janet Burnham, District Administrator

Janet has been with the Castle Pines North Metropolitan District since just after its reorganization in 1996. Prior to working for the District, Janet worked for eleven years as a manager in sales administration and product management for Information Handling Services.

As the District Administrator, Janet is responsible for billing, customer service, payroll, tap fee administration, and other varied administrative duties. She serves as secretary to the board of directors and as the designated election official for CPNMD elections. She also serves as treasurer of the American Water Works Association (AWWA) Rocky Mountain Section Customer Service Committee.

Janet holds a B.A. from New York University.

Charlie Fagan

Charlie Fagan, District Parks and Open Space Manager

Charlie joined the CPNMD staff in 2004 bringing with him 23 years of experience in parks, recreation and golf management. Charlie is responsible for the maintenance of the parks and open space owned by the CPNMD. He is in charge of all capital improvement landscape projects, and serves as the CPNMD representative for all other capital improvement projects. He is the supervisor of the field staff and seasonal staff.

Charlie earned his Master's degree at University of Northern Colorado, concentrating on parks and recreation management.

Andrew Romano

Andrew Romano, Wells and Water Treatment Supervisor

Andrew has served the Castle Pines North community since 1990 when water and wastewater services were provided by the Castle Pines Metro District (Village). Castle Pines North Metro District acquired sole responsibility for CPN utility operations in 1999.

Andrew is responsible for the operation of the CPNMD water treatment plant and 11 deep aquifer water wells. He monitors the quality of the community's water supply and conducts frequent sampling and testing as mandated by the state of Colorado.

Andrew is in charge of field customer service for the District’s residential and commercial water meter reading program. He is also in charge of the District's electronic radiometer reading program and meets frequently with the District’s customers in order to resolve utility usage issues.

Andrew holds State of Colorado Water & Wastewater Facility Operators certifications in:

  • Drinking Water Treatment: Level C
  • Drinking Water Distribution: Level 2
  • Domestic Wastewater Collection: Level 2

Patty Hoffman

Patty Hoffman, Customer Service Representative

Patty joined the CPNMD as a part-time staff member in June 2008. Although new to the utility industry, she has extensive customer service experience in the areas of banking and university admissions. As your customer service representative, Patty welcomes assisting customers in all aspects of utility billing, parks and community center reservations both over the phone and visitors to the office.

Patty earned a Bachelor of Arts degree in English from Sonoma State University, Califormia.

Susan Nagel

Susan Nagel, Customer Service Representative

Susan has worked in the customer service field for 10 years and joined the CPNMD staff in a part-time capacity in 2008. She coordinates reservations for events and meetings at the community center, as well as reservations for the District's ball fields, park pavilions and open space. Susan is happy to assist with any customer billing questions.

Susan holds a Bachelor of Business Administration degree from the University of South Dakota.

Dave Anderson

Dave Anderson, Parks and Open Space Foreman

David has worked in the green industry since 1985 and joined the CPNMD staff in 2010.

He is responsible for the irrigation system operation and maintenance of District owned parks, medians and open space. He supervises and coordinates crews to ensure that the facilities and amenities throughout the District's three parks, 14 miles of trails and 351 acres of open space are maintained year-round to the highest level of standards for the enjoyment of the Castle Pines North community.

To assure that the most efficient water management practices are being followed, David closely monitors the District's water use by utilizing data provided by the centralized computer controlled irrigation system installed in 2008.

David holds a degree in Horticulture and Agronomy from Kansas State University.

Cory Williams

Cory Williams, Water Distribution/Wastewater Collection Foreman

Cory has served the Castle Pines North community since 1994 when water and wastewater services were provided by the Castle Pines Metro District (Village). Castle Pines North Metro District acquired sole responsibility for CPN utility operations in 1999.

Cory is responsible for the operation and maintenance of the District's water distribution and wastewater collection systems, including 90 miles of sewer and water mains, nine wastewater lift stations, and nearly 600 fire hydrants. He also administers preventative maintenance programs (e.g. leak detection and robotic inspection of wastewater mains).

He attended Western State College and Metro State College. His certifications from the State of Colorado Water & Wastewater Facility Operators include:

  • Drinking Water Treatment: Level C
  • Drinking Water Distribution: Level 2
  • Domestic Wastewater Collection: Level 2

Nathan Travis

Nathan Travis, Distribution & Collection Systems Operator

Nathan has worked with Castle Rock Utilities for 6 years in their Line Maintenance Division where he was a Sr. Maintenance Technician and a Crew-Lead. He joined CPNMD in January, 2012.

Nathan's primary job responsibilities include maintaining the lift stations, booster station, and the collection and distribution systems. Additionally, he has been placed in charge of the utility side of the GIS database (primarily mapping). Nathan is also responsible for underground utility locates.

His certifications include:

  • Drinking Water Treatment: Level D
  • Drinking Water Distribution: Level 3
  • Domestic Wastewater Collection: Level 3
